*JOB BANK ENTRY* *PERSONNEL OFFICER * *BIRMINGHAM PUBLIC LIBRARY* *OPENS: 02/08/2024 CLOSES: 02/26/2024* *DESCRIPTION* Plans, organizes and directs the implementation and administration of the Personnel Office of the Birmingham Public Library. Assures compliance with policies and procedures in all personnel matters. The Personnel Officer directs, coordinates, supervises and evaluates the work of the Personnel Assistant and Sr. Library Clerk. *This position requires a very high degree of confidentiality and discretion.* *EXAMPLES OF WORK* * Plans, organizes and directs the administration of the library's personnel policies, practices and procedures * Advises management and employees in their interpretation of personnel policies, practices, and procedures * Assists supervisors in counseling employees on any problem affecting work performance * Advises and monitors management and employees regarding grievance procedures/determination hearings, etc. * Coordinates personnel activities with the City's Office of Personnel, Occupational Health and Safety Department, Payroll Department, Budget Office, Finance Office and the Mayor's Office and meets with various representative staff * Supervises and participates in the preparation of various personnel reports (i.e. Affirmative Action Report - semi annual and annual) * Maintains personnel files; library payroll; processes and maintains personnel action forms (PAs); Personnel Control Input Forms (PCIF), etc. * Prepares and distributes job descriptions and recruits personnel via intranet, internet, surrounding colleges and universities and other public libraries in the state of Alabama. If vacancy is at the Coordinator level or above, recruitment is via Library publications in addition to aforementioned methods * Liason for Birmingham Public Library and EEOC Office for personnel related claims * Supervises the Personnel Assistant and Sr. Library Clerk * Conducts new employee orientations to explain benefits, schedules, expectations, library philosophy, etc. * Conducts in-house training of personnel related issues and attends workshops, seminars, conferences, etc., to keep abreast of changes in personnel law * Attends Library Board Meetings when called, to clarify personnel related issues and meets with Personnel Committee of Library Board to discuss personnel matters * Coordinates work study program (recruitment, selection, hiring, terminating, placement, time reporting, etc. *DESIRABLE KNOWLEDGE, ABILITIES ANDSKILLS* * Thorough knowledge of personnel policies, practices and procedures * Ability to analyze data and present ideas and information effectively * Ability to conduct employee development seminars * Ability to gain the confidence and cooperation of others in order to establish and maintain good working relations * Ability to assume and demonstrate independent responsibility for decisions and actions having broad implications on various aspects of personnel management *EDUCATION ANDEXPERIENCE* Graduation from a four year college required. A concentration in Human Resource Management is desired. Certification as an HR generalist would be preferred. The applicant is required to have a minimum of three years experience in Human Resources or a related field. *HOURS ANDPAY* This position requires a minimum of 80 hours biweekly. Grade 28 with a beginning annual salary of $64,043.20 to $77,854.40.
