Position Title: Director of Finance & Administration Department: Executive Reports to: President/CEO Employment Status: Full-Time FLSA Status: Exempt Date Created: January 2024 Summary The primary purpose of this position is to direct the financial activities of the Housing Authority of the Birmingham District, including the maintenance of all books and records following Federal, State, and HUD accounting and auditing regulations. The incumbent oversees the planning, organizing, and execution of all accounting, financial, budgeting, and statistical activities. All activities must support The Housing Authority of the Birmingham District’s (“HABD”) mission, strategic goals, and objectives. Essential Duties and Responsibilities The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. Directs the work of the Finance Department assigned staff including assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training, providing technical advice, acting on employee problems, and recommending and implementing discipline and merit raises. Ensures supervisors under his/her purview have the tools necessary to manage daily operations. Maintains a system of accounts, records, and reports, including cash flow requirements and analyses, that reflects the financial status of the Federal and State programs managed by HABD and of properties that HABD owns, operates, and manages; recommends changes to HABD financial policies and procedures as needed. Develops and ensures that accounting and financial policies, procedures, and internal controls systems are maintained following Generally Accepted Accounting Principles (GAAP) and federal, State, and HUD regulations. Prepares annual operating budgets for the CEO/President, senior staff, and Board of Commissioners Conducts fiscal analysis of assets in the portfolio to maximize financial performance, including annual revenue analysis, capital accounts analysis, tax credit exit strategies, and refinance opportunities. Prepares and distributes periodic asset management reports to investors, consultants, and other partners. Prepares financial reports and other information to the CEO/President. Prepares monthly financial reporting of all HABD entities, including HCV and Public Housing programs, business activity, and ROSS/FSS programs; submits reports to CEO/President for Board reporting. Prepares and submits monthly/quarterly reports to developers and investors. Coordinates compliance and financial reviews and audits; serves as primary contact with auditors by providing required information, coordinating documentation needed from other staff, reviewing draft and final audited financial statements and reports, and transmitting reports to all authoritative agencies. Prepare independent audit support schedules. Ensures HUD Performance Standards and reporting requirements are maintained or improved to high-performance levels. Manages the day-to-day accounting processes for HABD, including the timely and accurate processing of accounts payables, accounts receivables, and payroll. Prepares and processes month-end and year-end close for multiple properties and Federal programs in an appropriate software system, including account analysis before close for corrections; and posts related journal entries from close. Processes HCV month-end close, prepares checks, provides lease-up numbers, and expense reporting to HUD, and analyzes data and project numbers regarding future needs. Posts journal entries and bank transfers from properties for funding escrows, replacement reserves, management fees, vacancy loss, and mortgage payments. Performs reconciliations and draws of HUD grants. Coordinates FSS/ROSS grant usage and projections by expiration date and HUD yearly reporting requirements. Directs compilation, preparation, and submission of yearly Operating Subsidy requests to HUD. Prepares and submits monthly Mixed Finance Operating Subsidy payment requests. Prepares 1099s for HCV landlords and accounts payable. Serves as a liaison between HABD and banking institutions and auditors. Manages setup, testing, and implementation of financial software Performs other related duties as assigned. Job Competencies Knowledge of the general operations and procedures of HABD HUD, Federal and State programs, and properties. Knowledge of the regulations affecting HABD’s housing programs and demonstrated ability to understand the terms, conditions, and content of HABD’s standard operating procedures for property management. Knowledge of the proper HABD procedures for collecting, processing, and recording rental transactions. Skilled in the operation of commonly used office equipment, especially the use of personal computers for word processing and spreadsheet applications. Skilled in customer service and resident relations. Ability to interpret HUD, federal, state, and local laws and regulations, as well as HABD policies and procedures related to the position. Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, contractors, residents, HUD, and local, state, and federal officials. Ability to communicate with people from a broad range of socio-economic backgrounds. Ability to prepare and present ideas in English, clearly and concisely, both orally and in writing. Ability to perform program-required computations with speed and accuracy. Ability to perform duties with a high degree of judgment, discretion, and confidentiality. Ability to plan, organize, and develop a wide variety of operational and management programs and procedures. Ability to plan, promote, and evaluate HABD’s goals, objectives, departmental and HABD plans, and other initiatives. Ability to assist in the hiring of new employees, evaluate the performance of subordinates accurately and timely, correct deficiencies, and guide and assign personnel. Ability to establish, monitor, and achieve objectives through skillful delegation of duties. Ability to orient other employees and to explain organizational policies, rules regulations, and procedures. Education and/or Experience Bachelor’s Degree in Accounting, Finance, Business Administration, or related field and a minimum of seven (7) years of experience in governmental financial management, with a minimum of five (5) years in a senior managerial or director capacity. An equivalent combination of education and experience may be considered. Certified Public Accountant with a current license, preferred. Some positions may require possession of a valid driver’s license and the ability to be insurable under HABD’s automobile insurance plan at the standard rate. Technical Skills To perform this job successfully, the employee should have strong computer skills (e.g. MS Word, Excel, PowerPoint, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
